How to calculate or measure transfer/download/upload rate? (programming)?

I have a question, how do i measure the bandwidth (i`m not sure if this is the right term) as if download rate, upload rate or kbps transfer rate.

Can i do my windows application of my own to calculate this? transfer rate..?

e.g.: i want to measure whats the kbps transfer rate if i download or upload file form a server. How do I program this?

i need to know the steps(send a request for a file to the server.. how do i do this?), algorithm, right?

you can use Visual basic to create simple program to measure UL and DL rate of the connection. for a sample, you can try Net Meter. you may download it on download.com.

take a look of what net meter can do. using free scripts available for free on the net, you can design the program using visual basic.

you can measure it even by using older programming tools.
